Part 1: Purpose
1.1 Intent
1.1.1 This Act establishes minimum eligibility requirements for individuals seeking employment within any branch of the White House and introduces safeguards regarding transfers from external organizations.
1.1.2 The purpose of this amendment is to:
a. Prevent the misuse of the White House employment system through alternate or newly created accounts.
b. Ensure that individuals joining the White House demonstrate a basic level of commitment and participation within Habbo.
c. Promote fairness and integrity in the recruitment process across all branches.
d. Prevent the practice of rapid inter-agency transfers conducted solely to manipulate rank hierarchies.
Part 2: Recruitment Eligibility Requirements
2.1 Account Age Requirement
2.1.1 In order to be eligible for recruitment within the White House, an individual must possess a Habbo account that is at least seven (7) days old at the time of recruitment.
2.2 Achievement Score
2.2.1 In order to be eligible for recruitment within the White House, an individual must possess an achievement score of at least one thousand five hundred (1500) points at the time of recruitment.
2.3 Enforcement
2.3.1 Recruitment staff and branch members must verify that all eligibility requirements listed in this Part are satisfied prior to employing an individual.
2.3.2 Recruitment conducted in violation of the requirements contained within this Part may be subject to review by Branch Leadership or the Executive Office of the President.
2.4 Exceptions
2.4.1 Branch Leadership may request an exception to the requirements listed in Sections 1 and 2 under the following conditions:
a. The individual is a verified returning member of the White House, or
b. The individual has received prior approval from the relevant Branch Leader or the Executive Office of the President (EOP).
All exceptions must be documented and justified to ensure transparency in the recruitment process.
Part 3: Inter-agency Transfers
3.1 Minimum Employment Requirement
3.1.1 Any individual seeking to transfer to the White House from another agency or organization must have been employed in their previous organization for a minimum period of three (3) days prior to requesting a transfer.
3.2 Verification
3.2.1 The hiring authority responsible for the transfer must verify that the individual satisfies the requirement outlined in Section 1 prior to approving the transfer.
3.3 Purpose
3.3.1 This requirement is established to:
a. Prevent the manipulation of agency ranking systems through short-term employment.
b. Discourage individuals from moving rapidly between organizations solely
to obtain higher ranks.
c. Promote genuine experience and stability within the agencies that
individuals represent prior to transferring.
Part 4: Implementation
4.1 Applicability
4.1.1 The provisions of this Act shall apply to all branches of the White House and all personnel responsible for recruitment or employment decisions.
4.1.2 All recruitment processes must comply with the requirements established by this Act upon its commencement.
Part 5: Relation to Existing Law
5.1 This Bill shall function as an amendment to the Employment Act 2025, specifically expanding regulations regarding:
5.1.1 Part 3 – Employment
5.1.2 Part 5 – Transfers Between Organizations
5.2 All other provisions of the Employment Act 2025 shall remain in full effect unless otherwise amended by future legislation.
