This bill keeps Founders respected and included, but makes
it clear that once a Founder’s official term ends, they don’t
automatically keep governing power unless they’re currently in a legal role.
- Honors Founders: They keep their Founder title, recognition for creating/funding the WH, and can still participate as normal members.
- Advisory, not controlling: Founders can suggest reforms, give feedback, and provide historical context—but their opinion isn’t a command unless they hold an active office.
- Stops post-term unilateral changes: If they aren’t in an official role, they can’t directly change departments/ranks/scripts/tasks, rewrite laws, override leadership, or make staffing decisions.
- Big changes must use normal channels: If a Founder wants changes, they must submit proposals through the Legislature/departments or get appointed/elected into a role that legally grants that power.
- Prevents "backdoor control": They can’t use proxies to push changes they aren’t allowed to make, and disputes can be reviewed by the Judiciary.
