The Code of Conduct (Amendment 2) Bill modernises and restructures the existing Code of Conduct Act to improve clarity, consistency, and administrative efficiency within the White House. This amendment makes four major reforms. These are the creation of a centralised definitions section, the consolidation of waiver authority, the simplification and clarification of the disciplinary process, and the clarification of the enforcement authority and interpretation.
The bill does not change the fundamental principles of conduct in the White House. Instead, it restructures and refines the procedural framework to make enforcement more transparent, consistent, and efficient. By consolidating authority, defining key terms, and simplifying disciplinary processes, it reduces confusion and loopholes and is aimed at creating a clearer and more efficient Code of Conduct in the White House.
1Amend the Code of Conduct Act 2025;
1Add a new Part at the beginning
1PART 1 – DEFINITIONS
1Terms:
1White House
1“White House Room” shall mean any room connected to the Headquarters via teleporter or chain of teleporters.
1Teleportation furni
1“Teleportation Furni” shall mean any furniture designed to transport a user from one area to another area within the same room or between rooms.
1AFK Furni
1“AFK Furni” shall mean Teleportation Furni designated for transport to an AFK area.
1Fraudulent Task
1“Fraudulent Task” shall mean a task that did not occur, did not occur as required, or did not occur as reported.
1Strike
1“Strike” shall mean a formally issued disciplinary mark logged on the official website.
1Double Job
1“Double Job” shall mean holding a position in an external agency without proper authorisation.
1Self-Promotion
1“Self-Promotion” shall mean requesting, implying, or attempting to obtain a promotion outside of official promotion procedures.
1Temporary
1"Temporary” shall mean a period of 14 days.
2Rename "PART 1 - CODE OF CONDUCT" to "PART 2 - CODE OF CONDUCT"
3Rename "PART 2 - ROOM REGULATIONS" to "PART 3 - ROOM REGULATIONS"
4Rename "PART 3 - STRIKING" to "PART 4 - DISCIPLINARY ACTION"
5Remove Subsection 2, 3 and 4 in Part 1, Section 1.
6Add a Section to "PART 2 - CODE OF CONDUCT" to state;
1Waiver Authority
1Temporary Waiver Authority
1The President may temporarily waive any clause under Part 3 or Part 4 of this Act.
2The Vice President may temporarily waive operational or conduct-related clauses, excluding disciplinary provisions under Part 4
3The Chief of Staff may temporarily waive conduct-related clauses for official events only.
2Any waiver must:
1Be publicly announced;
2Specify a start time and end time;
3Not exceed fourteen (14) full days unless renewed;
4Be logged on the official website.
7Amend "PART 4 - DISCIPLINARY ACTION" to state;
1Strike System
1Strike Progression
1On a first offence, an individual shall receive a formal warning.
2On a second offence, the individual shall receive one (1) Strike.
3On a third offence, the individual shall receive a second Strike
4On a fourth offence, the individual shall receive a third Strike and be terminated.
5Any individual who accumulates three (3) active Strikes simultaneously shall be terminated.
6Strikes shall expire fourteen (14) days after issuance.
7All Strikes must be logged on the official website to be valid.
2Immediate Termination
1An individual may be terminated without progression through the Strike System in cases of:
1Severe misconduct;
2Repeated violations within a seven (7) day period;
3Court-ordered removal;
4Blatant disregard for White House rules as determined by the Executive Office of the President.
3Strike Authority
1Strike authority shall be granted to:
1Legislative, Judiciary and Executive Officials ranked GS-12 or above;
2Secret Service Officials ranked GS-5 or above;
3Members of the Judiciary presiding over cases;
4Any member of the “[WH] Founder ID”.
2Individuals may only issue Strikes to persons below their rank or within their chain of authority unless otherwise authorised by the Executive Office of the President.
3Any Secret Service member ranked GS-5 who is on Trial may not issue Strikes.

1General Enforcement
1Any procedural ambiguity within this Act shall be interpreted by the Executive Office of the President unless otherwise determined by a ruling of the Court.
