Explanatory Notes

This bill introduces the Alternative Incentive (ALT Incentive) system to increase base population and enhance visibility across Habbo hotel rooms. It establishes eligibility requirements, limitations, verification standards, and enforcement measures to prevent abuse while allowing members to use approved alternative accounts for activity incentives under regulated conditions.

1Establishment of the Alternative Incentive

1Creation

1There shall be an incentive program known as the Alternative Incentive (ALT Incentive).

2The purpose of the ALT Incentive shall be:

1To increase population within the White House base;

2To attract people and increase visibility among Habbo hotel rooms;

3To provide temporary activity opportunities for members whose main account is suspended or temporarily banned, without serving as a replacement for the main account.

2Eligibility and Approval

1Approval Requirement

1No alternative account (“ALT”) may qualify for the ALT Incentive without prior approval.

2A member seeking to register an ALT must:

1Contact their Branch Leader;

2Complete any required submission form provided by the Branch Leader;

3Provide official proof from Habbo showing the suspension or temporary ban, including the maximum duration (in days) of the restriction.

3The ALT Incentive shall not function as a replacement for the main account, and submission of an ALT is not automatically permitted for members simply because their main account is suspended.

4Branch Leaders shall review submissions and determine eligibility based on adherence to this Act and the ALT Incentive’s purpose.

2ALT Badge

1Upon approval, the alternative account shall be given an official ALT badge.

2Only accounts displaying the official ALT badge shall qualify for incentive payment.

3Activity Requirements

1Activity Conditions

1Each approved ALT shall earn 1 coin for every 2 hours (120 minutes) spent inside the base.

2The online status and profile of the ALT shall remain visible and set to public.

3Incentive payment shall only be credited to the member’s main account, not the alternative account.

2Payment Verification

1To claim payment, the member must submit:

1A screenshot of the ALT profile;

2Visible online time showing 120 minutes or more;

3The desktop date and time clearly visible within the screenshot.

2In the case of disconnection:

1A screenshot showing the disconnection must be provided;

2A vouch from an iC member must be submitted.

3Any manipulation, falsification, or abuse of the ALT Incentive system shall result in accountability for:

1The ALT owner;

2The vouching iC member, where applicable.

4Limitations

1Account Cap

1A member may register a maximum of five (5) alternative accounts.

2Any alternative accounts exceeding this limit shall not qualify for incentive payment.

2Restrictions on Use

1Alternative accounts shall:

1Remain in the designated AFK section of the base;

2Not collect pay;

3Not fill stations;

4Not perform operational tasks;

5Not engage in official duties.

2Alternative accounts must have appropriate usernames, subject to review and approval.

3The ALT may only be used during the period of suspension/temporary ban, and must not exceed the maximum duration specified in the official Habbo notice.

5Enforcement

1Any violation of this Act may result in:

1Revocation of ALT approval;

2Removal of earned incentive;

3Disciplinary action in accordance with existing law.

2Oversight and enforcement of this Act shall fall under the appropriate Executive authority responsible for incentives and internal management.
