Part 1: Amendments

1. Amend the Low Ranks Act 2025
   1. Insert a new section under PART 1 - TRAINEES AND LOW RANKS
2. Duty Expectations of Low Rank Employees
   1. All low rank employees are expected to demonstrate active and meaningful participation within their assigned duties.
   2. Low rank employees are expected to participate in available training and education development.
   3. Upon reaching the rank "SS Protection Detail", the low rank employees are expected to take initiative in exploring opportunities to join a branch.
3. Passive Participation
   1. Passive participation shall be defined as prolonged presence without meaningful participation in assigned duties.
   2. Low rank employees who demonstrate repeated passive participation over an extended period may be subject to corrective measures, as determined by their representative, or may be subject to negligence of duties.
   3. Such measures shall aim to encourage active participation and maintain fairness within the system.
   4. Low rank employees who continue to demonstrate passive participation after corrective measures may be subject to further action.
