PART 1 - ESTABLISHMENT

  1. The Department of the Treasury (DoT) shall include;
    1. The Secretary of the Treasury
    2. The Secretary of Commerce
    3. Members of the “[WH] Founder ID”
    4. Any other members added by law or the Administration
       
  2. The Treasury
    1. The Treasury is the official collection of credits, furniture, and other assets used to fund the White House, held by the members of the “[WH] Founder ID”

PART 2 - FUNDING

  1. Establishment
    1. There shall be the following funds;
      1. The General Fund
      2. The Reward Fund
      3. The Education Fund
         
  2. Limitations
    1. The General Fund may;
      1. Be used for any purpose deemed fit by the President or the Secretary of the Treasury
      2. Not exceed more than 750 credits per use
    2. The Reward Fund may;
      1. Only be used to pay employees
      2. Not exceed more than 200 credits per use
    3. The Reward Fund may;
      1. Only be used to reward employees for winning awards
      2. Not exceed more than 100 credits per use
         
  3. Public Treasury Record
    1. The Department of the Treasury must maintain a document entitled the Public Treasury Record, containing the following information;
      1. The date of all actions
      2. The name of all people who made an action
      3. The reason for all actions
      4. The amount of credits changed during the action
      5. The fund the credits are in regard to
      6. Whether the action was a deposit or withdrawal
      7. The total amount of credits in the Treasury
         
  4. Donations
    1. Donations to the Treasury are allowed, however shall only be made in the name of charity, not be made in exchange for anything
    2. Donations may include Habbo Credits, Furniture, or HC / BC Memberships
       
  5. Requests
    1. Any employee may make a fund allocation request with the following information;
      1. Their username
      2. The branch in which they reside
      3. Their rank
      4. The number of credits they are requesting
      5. The fund they are requesting from
      6. The reason they are requesting
    2. Response
      1. The Secretary of the Treasury may respond to all requests
      2. In the absence of the Secretary of the Treasury, the President and the Secretary of Commerce shall have authority over all requests
    3. Upon approval, the credits requested must be transferred within 72 hours

PART 3 - LOTTERY

  1. Establishment
    1. There shall be a national lottery
    2. Any employee may choose a unique ticket number between a range defined by the Digital Services Administration
    3. The national lottery winning ticket shall be chosen at random between all of the numbers chosen
    4. The lottery shall occur at an interval set by the Department of the Treasury
       
  2. Prizes
    1. The prize for winning the national lottery shall be set by the Department of the Treasury
    2. The value of a prize must not exceed 100 coins
    3. The value of a prize must not fall below 20 coins

PART 4 - POWERS AND RESPONSIBILITIES

  1. Treasury
    1. The members of the “[WH] Founder ID” shall manage the Treasury, as well as the account which holds it
    2. The members of the “[WH] Founder ID” shall, upon the username of the Treasury account being changed, notify the EOP, Department of the Treasury, and the appropriate House of Representative committee of the username
    3. It shall be a Class A offense to commit or assist in the theft of any part of the Treasury
       
  2. Powers to Amend
    1. The President, Chief of Staff or Secretary of the Treasury may amend Parts 1 and 2 via order with the Senate’s consent
    2. All amendments made to this Act by primary legislation must have received the response from a member of the “[WH] Founder ID”, the President, the Chief of Staff and the Secretary of the Treasury.
