PART 1 - ELECTIONS
- Right to Vote
- All employees are entitled to vote in any Presidential election, or any election within the branch they are employed in, provided they do not meet any disenfranchisement requirements as stated in Section 2 of this Part
- Disenfranchisement
- An employee is not entitled to vote in any election if;
- They are not an employee 9iC+
- They have not been 9iC+ for more than five days since the day they last joined
- They are/were in possession of any group badge eligible for direct hiring and became employed within one week of the presidential vote
- Registration
- All employees must register to vote once hired 9iC+, and once done so, it shall be considered as registered to vote for all elections
- All employees who resign automatically forfeit their registration to vote and must re-register to vote once hired 9iC+
- All Founders must be automatically pre-registered for all elections, regardless of active employment
- Offenses
- The following shall be Class A electoral crimes;
- Impersonation, which is voting as someone who is not yourself
- Tampering, which is manipulating, changing, removing, hiding, or ignoring legally valid votes in an election
- Collusion, which is offering or accepting an offer to vote a certain way with the promise or understanding of getting something in return
- Coercion (Voting), which is forcing or attempting to force someone to vote a certain way
- Coercion (Ballot), which is forcing or attempting to force someone to show their ballot
- The following shall be Class B electoral crimes;
- Defamation, which is to knowingly state offensive false information about a candidate
- Spoilt Results, which is anyone with inside knowledge of the results of the election giving away the result before the designated announcement time
- Voting and Electoral Commission
- The Voting and Electoral Commission shall be in charge of all elections, and shall have the power to regulate and conduct any election in a fair and transparent manner, including but not limited to;
- Calling elections when deemed fit
- Registering candidates
- Planning and execution of the election schedule
- Delegating security and ceremonial arrangements
- The members of the “[WH] VEC ID” shall publish a detailed report of every election within five (5) days of the end of voting
- Voting
- All elections shall take place on the website
- All ballots casted shall obey the rules and shall be submitted in secret
- In the event of an emergency, where the website can not be used for voting, the Voting and Electoral Commission may hold the election in any way they see fit, as long as the process is transparent
- Removal
- The Voting and Electoral Commission may remove any ballots which have been cast by anyone who meets the guidelines for disenfranchisement in Section 2 of this Part
- Donations
- Anyone may donate to a registered campaign
- All donations received by a registered campaign must be declared to the a member of the “[WH] Founder ID” and the Department of the Treasury
- Candidates
- Registration
- Any employee may run for any office, provided they meet the requirements for said office
- Requirements for President;
- Worked for a minimum of an allotted time set by the Founders
- Be 6iC+
- Requirements for Vice President;
- Worked for a minimum of an allotted time set by the Founders
- Be 7iC+
- Any employee may run for President or Vice President, ignoring the requirements for said office, if they are;
- A member of a Universal Group Badge, AND
- Accepted by members of the “[WH] VEC ID” to run
PART 2 - REFERENDUMS
- Triggering
- A referendum may be triggered by a bill, an order by the members of the Voting and Electoral Commission, an order by the President, or a petition
- When triggered, a referendum must contain;
- The question being asked
- The choices
- The requirements for who may participate
- The outcomes based on the choices
- Voting
- All referendums shall take place on the website
- All ballots casted shall obey the rules set out in the relevant referendum legislation and shall be submitted in secret
- For referendums with two choices, the default voting method shall be First Past the Post
- For referendums with three or more choices, the default voting method shall be Instant Runoff Voting
- In the event of an emergency, where the site can not be used for voting, the Voting and Electoral Commission may hold the referendum in any way they see fit, as long as the process is transparent
- Digital Services
- The Voting and Electoral Commission shall be in charge of all referendums, and shall have the digital power to regulate and conduct any referendum in a fair and transparent manner
- The Voting and Electoral Commission shall publish a detailed report of every referendum within five (5) days of the end of voting
- Power
- The outcome of a referendum shall have the power to do anything proposed
- This includes the power to alter primary and/or secondary legislation
PART 3 - PETITIONS
- Writing
- Any employee 9iC+ may write a petition
- Members of the “[WH] Founder ID” may write a petition
- Any employee may delete any petition they’ve written
- Members of the “[WH] Founder ID” may delete any petition they’ve written
- The list of petitions shall be displayed on the website
- Signing
- Any petition which is visible on the dedicated page can be signed to signify approval by any employee and any member of the “[WH] Founder ID”, EXCEPT when the individual has already signed the petition.
- The list of individuals who have legally signed shall be displayed on the petition.
- Any signature of an employee who has left the White House shall be removed upon leaving of the White House, EXCEPT when the employee has been given membership status to the “[WH] Founder ID”.
- Any signature of a member who is no longer part of the “[WH] Founder ID” shall be removed upon leaving the Group Badge, EXCEPT when the member has been legally employed into a branch.
- Commenting
- Any petition which is visible on the dedicated page may be commented upon by any individual eligible to sign a petition, EXCEPT:
- when the individual has been banned from commenting.
- All comments shall be regulated by the Voting and Electoral Commission and the Department of the Interior
- Both the Voting and Electoral Commission and the Secretary of the Interior shall have the power to ban an individual from commenting on a specific petition when they post a comment more than two times which is interpreted as spam by the Voting and Electoral Commission and the Department of the Interior.
- All comments shall be displayed on the petition.
- Management
- The Voting and Electoral Commission may remove any petition which;
- Is nearly identical or identical to another active petition
- Is malicious or trolling in nature
- No longer applies in the context in which it was written
- Is deemed unobtainable or too broad in scope
- Is more than one month old
- Has not received at least ten signatures in one month
- Milestones
- The following shall be the petition milestones;
- Signatures from at least 20% of the current employee count
- 6iC+ within the Legislature shall, arrange a scheduled debate to take place on the petition;
- Signatures from at least 30% of the current employee count
- the President shall respond to the petition by commenting on it or by sending out a press release, but if the President disagrees with the petition's proposal(s), then a press release shall be required and shall at least include:
- their overall view and thoughts regarding the subject, AND
- any potential actions they will take regarding the subject, AND
- the response must be a minimum of fifty (50) words in length.
- Violation of any of the subclauses under this clause shall be deemed a Class C offense.
- Signatures from at least 50% of the current employee count - a referendum shall be scheduled by the Voting and Electoral Commission on the issue with the specific question and answers coming from the petition creator;
- Each milestone must have the appropriate action taken within fourteen days of the petition reaching that milestone, unless the petition is removed or falls below the milestone
PART 4 - POWERS TO AMEND
- The Voting and Electoral Commission may amend this act via order via consent from the House of Representatives
- All amendments made to this Act by bills must have received a response from the members of the Voting and Electoral Commission
