PART 1 - DIGITAL SERVICES ADMINISTRATION
- The Habbo White House Website located at http://thehabbowh.org shall herein be called "the Website"
- The Habbo White House Website shall be the only official point of digital service via URL for the Habbo White House.
- The Habbo White House Discord server(s) shall be the only other official point of digital service for the Habbo White House.
- Membership
- The Digital Services Administration shall be an independent entity outside of any branch, and shall be an entity whose members are appointed by the members of the “[WH] Founder ID”
- Punishments for the breaking of any law shall fall to the DoJ
- The Digital Services Administration shall be led by a Director of Digital Services, and include members appointed by the Director and approved by the members of the “[WH] Founder ID”.
- Any membership of the Digital Services Administration shall not be considered employment, and any member of the Digital Services Administration may also be employed at the White House
- Responsibilities
- The Digital Services Administration shall be responsible for:
- all aspects of the website
- promotion of the Website,
- engineering, implementation or maintenance to the Website,
- day to day management and workings of the Website,
- strategic upgrading and implementation of the Website,
- keeping users safe from anything deemed dangerous on the Website to the best of their ability.
- "users" in this Act, means any account registered on the Website.
- "safe" means shielded, protected or hidden from dangerous material, content, posts, objects which may appear on the Website.
- "dangerous" means sexually explicit, extremist and any other reason deemed by the Digital Services Administration.
- The Director of Digital Services shall be accountable to the appropriate committee within the House of Representatives, and the law.
- The Website must:
- Provide appropriate functionality as dictated by law and is reasonable for the functionality of the White House
- The Director of Digital Services shall be responsible for the implementation of any digital program or requirement dictated by law within a reasonable timeframe
- Safeguarding and reporting
- Users may report content, posts and objects that appear on News Articles and any other commenting/data input system.
- If a user reports an object:
- The Digital Services Administration must review the report and take appropriate action within three (3) days of submission.
- notify the user of the outcome when an outcome is taken.
- If the Digital Services Administration notifies the user as set out in Section 4.2.2:
- they shall do so via the Notification System on the Website.
- Accountability
- The Director of Digital Services is accountable to 9iC+ employees of the White House.
- The House of Representatives Committee with digital services in their purview shall be charged with oversight functions (herein defined as the Committee).
- The Committee may:
- summon the Director of Digital Services,
- investigate/interview the Director of Digital Services under oath by virtue,
- suggest the removal of a feature or function of the Website,
- suggest the addition of features or functions to the Website,
- terminate the position of a Lab Rat by writing to the Digital Services Administration.
- "suggest" means to make recommendations which shall not be binding.
- The Digital Services Administration shall also be subject to Freedom of Information requests.
- Bug and Feedback
- Users may submit through a dedicated page, feedback and bugs relating to the Website.
- If a user submits a feedback, suggestion or bug in accordance with subsection 1 then:
- The Director of Digital Services shall reply to the request within thirty (30) days of submission,
- The Director of Digital Services shall take necessary steps to implement, discuss, consult and rectify the feedback, suggestion or bug proposed.
- The Director of Digital Services shall have an allocated public page for all feedback, suggestions or bugs.
- New Projects and Services
- The Director of Digital Services, at the beginning of a new project, shall:
- publish this project to the Digital Portal including its stage,
- provide a link for people to contribute to the project with ideas and feedback.
- The Digital Services Administration, once the project reaches BETA stage shall:
- provide access to the members of the Lab Rat programme,
- provide an area for feedback from members of the Lab Rat programme,
- provide appropriate rewards for being members of the Lab Rat programme if deemed necessary.
- Any legislation submitted to the House of Representatives that includes website edits or adjustment of permissions shall require a response from each member of the Digital Services Administration, not including those who are solely members of the Lab Rat programme (defined in Part 1, Section 8 of this Act).
- The Director of Digital Services has up to six (6) months from the date of the primary legislation or secondary legislation being given a successful judicial review to implement any projects authorized and mandated by law.
- Lab Rat programme
- There shall be a voluntary programme to be titled 'Lab Rat' herein defined as the Programme.
- The Programme shall:
- provide feedback to the Digital Services Administration on projects that appear in the BETA stage,
- act as Digital Ambassadors promoting the site and its use case and its popularity, capabilities and awards,
- any other reason added by the Digital Services Administration.
- Members may be appointed to the Programme via:
- direct appointment by the Digital Services Administration,
- apply to join, then accepted by the Digital Services Administration.
- Members of the Programme shall:
- be identified by an appropriate page on the Website,
- be identified by being a member a group badge set by the Digital Services Administration if deemed necessary,
- any other reason deemed just by the Director of Digital Services.
- Legal Action
- In order to bring legal action against the Digital Services Administration, the defendant appearing in any lawsuit shall be in the name of the Director of Digital Services.
- The Court, via lawsuit may:
- order that a feature or function of the Website be removed,
- terminate the membership of the Programme,
- The members of the Digital Service Administration shall not be contained within a lawsuit by username of the member(s) for any provision, function, feature, code, material, object of the Website which is subject to such.
- The Director of Digital Services may be prosecuted if provisions of this Act are violated (only relating to the Digital Services Administration).
- Secure: Voting
- The Election Portal shall be mandated to use at minimum AES encryption on its database columns to provide the integrity of the secret ballot.
- "AES" means the Advanced Encryption Standard which is a specification for the encryption of electronic data established by the U.S. National Institute of Standards and Technology (NIST) in 2001 with a minimum block size of 128bits.
- Extent
- This Act shall extend to all the White House.
PART 3 - POWERS TO AMEND
- If the member(s) of the Digital Services Administration holds any iC status within the White House, they may make amendments to this Act via order except:
- Part 2, Sections 1, 9, 10 and 12
- If all member(s) of the Digital Service Administration do not hold any iC statuses within the White House, the President may, on behalf of the Digital Services Administration, make amendments to this Act except:
- Part 2, Sections 1, 9 and 12
- All amendments made to this Act by primary legislation must have received a response from the Director of Digital Services.
- Any piece of legislation which includes any changes to the site must have received a response from the Director of Digital Services.
