THE CONSTITUTION
 

ARTICLE 1 - THE EXECUTIVE

  1. All Executive Power shall be vested in a President and Vice President of the Habbo White House upon their oath of office.
    1. Executive power, otherwise known as administrative power, includes; proclamation of legislation, veto of legislation, appointment of branch leaders, appointment of members of their Executive Office, pardons, editing the Headquarters, and any other powers designated to them.
    2. “Administration”, “Executive Office of the President”, and “EOP” may be used interchangeably.
  2. The Executive Office of the President shall be dedicated to the operation of the entire White House and the completion of the President’s manifesto, and serve at the pleasure of the President.
  3. The Executive Office of the President shall be led by the President.
  4. The position of President and Vice President shall be jointly elected every three months by the employees of the White House.
  5. The President and Vice President shall be subject to impeachment for breaking statute law during their term in office.
  6. The Vice President shall assume all powers of the President during a leave of absence by the President, and shall assume the position of President upon the vacancy of the position.
    1. There shall be a process by which employees shall vote in an election in the event that the positions of President and Vice President are both vacant simultaneously between all of the Branch Leaders.
  7. Each branch shall be independent and shall be managed by their respective Branch Leader, but each Branch Leader shall report to the President as the head of the White House.
  8. All members of the Executive shall be published onto the Executive page(s) of the website.

ARTICLE 2 - THE LEGISLATURE

  1. All legislative powers granted within the White House shall be vested in the Legislature Branch unless delegated by law to another authority, person, office, or body.
    1. “Legislative Branch”, "Legislature", "House of Representatives", and “Congress” may be used interchangeably.
  2. The Legislature shall be dedicated to creating and maintaining statute law.
  3. The Legislature shall be led by a Speaker of the House, with a leadership assuming branch duties assigned to it.
  4. The Legislature shall have the power to remove their Speaker.
  5. The Legislature shall vote on any impeachment of the President or Vice President.
  6. There shall be a process by which legislation shall undergo to become statute law.
    1. This legislative process shall include the Legislature, the President, and the Judiciary.
  7. The Congress shall have the power to overturn a Presidential veto of legislation.
  8. All members of the Legislature shall be published onto the Legislature page(s) of the website.

ARTICLE 3 - THE JUDICIARY

  1. All judicial powers within the White House shall be vested in the Judiciary Branch unless delegated by law to another authority, person, office, or body.
    1. “Judicial Branch” and “Judiciary” may be used interchangeably.
  2. The Judiciary shall be dedicated to reviewing and interpreting legislation, and holding trials for the breaking of statute law.
  3. The Judiciary shall be led by the Chief Justice of the Supreme Court, with a leadership assuming branch duties assigned to it.
  4. The Judiciary shall have the power to remove their Chief Justice.
  5. The Judiciary shall review each piece of legislation the President signs and declare it Constitutional in accordance with this Constitution and the White House law, unless illegal clauses or conflicts are present within said law, whereby it shall be declared Unconstitutional and not made law.
  6. All members of the Judiciary shall be published onto the Judiciary page(s) of the website.

ARTICLE 4 - THE SECRET SERVICE

  1. All Secret Service powers within the White House shall be vested in the Secret Service Branch unless delegated by law to another authority, person, office, or body.
    1. “Secret Service Branch”, “Secret Service”, and “SS” may be used interchangeably.
  2. The Secret Service shall be dedicated to the recruitment, training, and progression of individuals who join the White House.
  3. The Secret Service shall be led by the Director of Secret Service, with a leadership assuming branch duties assigned to it.
  4. The Secret Service shall have the power to remove their Director.
  5. All members of the Secret Service shall be published onto the Secret Service page(s) of the website.

ARTICLE 5 - THE FEDERAL CABINET

  1. All Cabinet powers within the White House shall be vested in the Executive Branch unless delegated by law to another authority, person, office, or body.
    1. “Executive Branch” and “Cabinet” may be used interchangeably.
  2. The Cabinet shall be dedicated to the execution and maintenance of various aspects of the White House.
  3. The Cabinet shall be led by the Executive Office of the President, acting as the leadership to the branch, and included in the branch.
  4. The Cabinet shall be composed of offices and departments which focus on individual aspects of the White House.
  5. All members of the Cabinet shall be published onto the Executive page(s) of the website.

ARTICLE 6 - FOUNDERS AND VOTING ADMINISTRATION

  1. All Electoral powers within the White House shall be vested in the Voting and Electoral Commission.
    1. “Commission”, “VEC”, and “Members of the [WH] VEC ID” may be used interchangeably.
  2. The Voting and Electoral Commission shall be dedicated to managing, regulating and overseeing all voting, elections and referendums in the White House.
    1. Members of the [WH] VEC ID may be removed individually via; the court after being found guilty of a crime, a petition, or resignation.
    2. Members of the VEC shall be appointed by the Chairman of the Voting and Electoral Commission, of whom shall be appointed by the character Praeceptor only.
  3. The Commission shall enforce any and all legislation relating to political parties, campaigns and elections.
    1. All members of the Voting and Electoral Commission shall be published onto the Voting and Electoral Commission page(s) of the website.
  4. The Founders shall be dedicated to monitoring the proper functioning of the legal organs of the White House, as well as maintain rooms as requested by the President.
    1. “Founders”, “F”, and “Members of the [WH] Founder ID” may be used interchangeably.
  5. Founders shall safeguard democracy and the freedom of individuals, as well as uphold the rule of law.
    1. Founders shall be appointed and removed by the character Praeceptor only.
    2. The Founders shall comply with any reasonable direction from the President, but the President cannot direct a Founder to vote in a particular way.
  6. All Founders shall be published onto the Founders page(s) of the website.


ARTICLE 7 - DIGITAL SERVICES

  1. All Digital powers within the White House shall be vested in the Digital Services Administration unless delegated by law to another authority, person, office, or body.
    1. “Digital Services Administration” and “DSA” may be used interchangeably.
  2. The Digital Services Administration shall be dedicated to the creation and maintenance of the White House website, and shall create or change any tools or pages as designated by statute law.
  3. The Digital Services Administration shall be an independent group, led by the Founders.
  4. Members of the Digital Services Administration shall be appointed by the Founders.
  5. All members of the Digital Services Administration shall be published onto a dedicated page(s) of the website.

ARTICLE 8 - BILL OF RIGHTS

  1. Every person shall enjoy civil rights, including but not limited to the following;
    1. Freedom of Speech;
      1. The right to free speech, thought, expression, faith, and press, maintaining it is not intended to be harmful or threatening, shall not be infringed.
    2. Right to Equality;
      1. The right to be treated equally and with respect shall not be infringed, no matter the circumstances.
    3. Right to Privacy;
      1. Nobody shall be required to share personal information about themselves or others.
    4. Right to a Fair Trial;
      1. The right to a fair trial shall not be infringed; everyone is to be assumed innocent until proven guilty regardless of the charge, and if found guilty the court may not give an excessive punishment.
    5. Right to Plead the Fifth
      1. Nobody shall be required to self-incriminate, and may state they “Plead the Fifth” as a null answer to a question, which may not be inferred as guilt or innocence.
    6. Freedom of Assembly and Association
      1. The right to, or assemble to express, promote, pursue, and defend ideas and actions shall not be infringed.
    7. Freedom from Force;
      1. Nobody shall be bribed, coerced, or intimidated to use or abuse any power against their better judgement or will.
  2. Employees and Founders shall enjoy civil rights, including but not limited to the following;
    1. Right to Vote;
      1. The right to lawfully vote if meeting franchise requirements shall not be infringed, and nobody shall be bribed, coerced, or intimidated to vote against their better judgement or will.
    2. Right to Campaign;
      1. The right to lawfully campaign in elections and referendums shall not be infringed, and nobody shall be bribed, coerced, or intimidated to campaign against their better judgement or will.
    3. Right to Petition;
      1. The right to lawfully petition shall not be infringed, and nobody shall be bribed, coerced, or intimidated to petition against their better judgement or will.
  3. Breaches of Civil Rights;
    1. The breaking or breaching of any civil rights shall be considered perversion of rights, and shall be a crime within the highest class available by statute law.

ARTICLE 9 - CONSTITUTIONAL AMENDMENTS

  1. Amendments may be made to this Constitution.
  2. All amendments shall undergo the following process;
    1. The submission and passing of the amendment via resolution in the Legislature.
      1. Any member of the Legislature may propose an amendment.
      2. The amendment must be supported in writing by at least five (5) other members of the Legislature.
      3. The Deputy Branch Leader, or the Speaker of the House in their place, shall put the resolution to a vote if the above condition is met.
      4. The resolution, while undergoing a vote, shall be hidden from the voting record.
      5. The amendment shall only continue if a majority vote is in the affirmative.
    2. The passing of an employee-wide binding referendum shall be organized by the Digital Services Administration within thirty (30) days.
    3. The referendum must get a majority vote in the affirmative of at least seventy (70) percent to be ratified.
  3. The creation of any branch not listed in this Constitution through any means other than a Constitutional Amendment shall be illegal.
  4. All positions and entities, except in the cases of a Democracy-Safeguarding body as listed in Article 6, an independent Voting and Electoral body as listed in Article 6 and an independent Digital Services body as listed in Article 7, must belong to a legal branch listed in this Constitution.

ARTICLE 10 - RATIFICATION

  1. Upon publication to the website AND an announcement from the character Owen? specifying the publication of the website, this Constitution shall be considered ratified.
  2. Upon the ratification of this Constitution;
    1. This Constitution shall become the highest status of law within the Legislative Process.
  3. The Founders may submit at most 21 pieces of legislation directly into law.
